This is the leader of a regime that actively targeted and killed
American soldiers. "Sorry for your loss" projects a message of American
weakness.
The diplomatic approach would be to wish the people of Iran luck and
support in finding a replacement who respects their liberty and human
rights.
It's just polite when the leader of a country (or any person) dies to offer condolences. Even if you don't like the person or the government of the country.
