This is the leader of a regime that actively targeted and killed
American soldiers. "Sorry for your loss" projects a message of American
weakness.
 
The diplomatic approach would be to wish the people of Iran luck and
support in finding a replacement who respects their liberty and human
rights.

 
It's just polite when the leader of a country (or any person) dies to
offer condolences.

We don't offer condolences to dictators and mass murderers. We didn't
send a message of grief to Germany when Hitler died. Or Stalin. Or Mao.
Or Pol Pot.

Even if you don't like the person or the government of the country.

It's not a matter of like. That guy led weekly chants of "death to
America" in the Iranian equivalent of Congress. The government of Iran
is a sworn enemy of the United States.
