There's a huge difference between inciting to hate an individual (who
in some cases actually deserve it - like Harvey Weinstein) and a
clearly defineable group.

Why does the motive make any difference? If there's no underlying crime
to consider or the words themselves aren't part of criminal conspiracy
to commit some other crime, then speech itself should never be
criminalized.

But Germany has never had free speech.

Pro-HAMAS hatred towards Jews sure as heck isn't aimed at
individuals...
