Why is a local LAFD fire crew-- one that (based on past episodes) seems
to be based in Hollywood, not anywhere near the coast or the ports--
even respond to a cruise ship in distress in the first place?

The Coast Guard performs at-sea rescue operations, not the local city
fire department. And even if for some unlikely reason USCG needed local
help, they'd call L.A. County Sheriff, not the city fire department.

This is reminiscent of the big earthquake/tsunami episode from a few
seasons ago, where the crew is down at the Santa Monica Pier responding
to some routine call when the quake strikes.

Umm... Santa Monica is its own city. It's not part of L.A. What the hell
is a fire crew from a different city 10 miles away doing in Santa Monica
at all in the first place? Santa Monica has its own fire department,
which responds to calls at the pier.
