Not necessarily. Some people are lousy at compression.
Well, AV1 is supposedly better tuned for compression taking into
account the limitations of the human eye. Though H.264 is a much older
compression method. H.265 would be a better comparison to AV1. I can't
recall which but one is faster at decompressing but a bit slower at
compressing. A H.265 version of the same video would likely end
between the AV1 and H.264 size with the same picture quality.
