It's sort of watchable. It is greatly reduced by processing.
"there was no restoration for Horse Hare so I used AI to restore it"
is a non-sense description. "I used a computer to alter it"
would be an honest description: blurred by extreme noise
reduction and a heavily altered soundtrack at the beginning.
This reminds me of a lot of youtube stuff that is
only available after it's been hideously deformed.
If that is all there is, I would say the complete version
is still stuck on a long out of print PAL VHS from the UK.
