Stupid question perhaps but in the US is 'college enrollment' seen as
a short cut to what in Canada is called "permanent resident" status
which is the usual route to citizenship?
No.
We don't even make it easy for foreign nationals who graduate American
colleges to become permanent residents; they can work in the US on H
visas only, which have a quota. Even PhDs aren't given permanent
resident status. It's nuts.
