finale ended the team is caught in a 3 week time loop and must save the
world.  A lot went down in the premier. One thing I didn't fully
understand is how does a man get shot in the heart and survive?  And why
was the neighbor continuously killed?  I'm guessing he did something
last season that I forgot about and they didn't show in the recap.

 A man survives by not being shot in the heart. As for the neighbor he
gets shot because he was too nosey and come check on his neighbor and
see the guy that had been shot. So it was easier to shoot him than to
try and convince him to not call the cops.
