No one administers those several French News servers. They'll simply run
till they fail entirely.

Anyone using the term "best practices" deserves the same derision,
scorn, and laughter as anyone using the phrase "winning hearts
and minds".

And yet, there are documents with recommendations to News administrators
that supplement the standards on how News servers might be administered.
