 Just the color of your skin? What if I go get a heavy tan? I'd be just
as black as someone like Halle Berry at that point. Do I get $11 million?
You could do that but if they do a background check and find out you're an Oath Keeper you'd be even more fucked than are already.  To that end, do you call convicted and incarcerated Jan. Gth assholes "hostages" too?

Or what about black people whose forbears were never slaves and came to
this country in, say, the 1960s? Do they get the full $11 million or not?
 Eligibility certainly can't be based on documentation since we're told
it's racist to even ask blacks to get an ID card because they don't have
documentation like birth certificates because of racism.
 And in this time of "you are whatever you identify as and no one can
question it", what about people like Rachel Dolezal, who are white but
"identify as black"? If it's anything like the troons, where we have to
treat them as women no matter how little they do toward achieving
femininity-- all they have to do is "feel female"-- if they're handing
out 11 million quatloos, I'm gonna start "feeling black" immediately.
