Is this because Cargill "voluntarily" turned in his bump stocks to ATFHow is it truly voluntary if he realizes the law requires him to do so

"voluntarily" as he would have been subject to arrest and criminal
charges, which is grief and massive expense he didn't need.
with sanctions if he doesn't? (I think we can take for granted that
the average citizen doesn't expect to need to go to the SCOTUS to
enforce his rights)
I know I once found myself cruising along the Interstate near Everett,
WA and didn't notice that my foot was getting quite leaden. Meaning I
didn't look at my speedometer until I realized I was going "rather
fast", so checked my speedometer and realized with shock that I was
doing a little over 100 mph. (Which is far above the limit on any
interstate I've ever driven on)
By the standards being discussed here I then "voluntarily" slowed down
to the posted limit though I was capable of driving far faster than
that (as I just had been doing when I had my 'ohmigod' moment)
Therefore had I been pulled over just before I reached the legal limit
I wouldn't have been doing anything wrong and thus wouldn't have
deserved a ticket right?
