Tubi was offering the stream of Houston vs. Arizona football game last

 Live sports were a major reason for video development. Apparently, 4K

broadcast as 4K but I have no idea.
 And maybe streaming really is set up to change the bandwidth the stream

It definitely does. While Tubi is usually 720p, I suspect that a few of their original films are shown at 1080p. And Tubi apparently reran some of the 2022 World Cup soccer games in 4k (though I watched those games "live" and never had occasion to watch one of the "rebroadcasts" on Tubi.
And, obviously, streamers like Hulu and Peacock (and Max, etc.) do most of their offerings in 1080p, but do show select films in 4k.

Also, I wonder if they do something
evil, like broadcast the start of the game in significantly higher
resolution, then switch to 480p knowing that the viewer won't miss the
end of the game.

I didn't stick around through the end of the game to find out. But I saw a decent chunk of the end of the first half, and it must have been 4k because there were no "artifacts" of my TV trying to "upscale" on its end like it does with football games on the broadcast nets.
