 I don't know what is happening but there may be court cases underway
that are forcing them to do yet more recounts. In some cases the
initial count may take up to a week to get everyone counted.

To count ALL the ballots takes time, lots of time.  Multiple states are _still_ counting votes for the Presidency.  (BTW, Trump's percentage of those votes has declined to below 50%.  ;) )
