If the amount's legitimate, then the ACLU's complaint isn't.
The library can't reject the film for its controversiality, per se.  But it can require the exhibitor to foot *any* extra charges incurred. (N.B.: I'm quoting the Book of Common Prayer ...er, Sense.)
