It could have been one but it would have to have waited for the high
winds to pick up. No use in setting a fire to scare a general populace
if the fire isn't going to spread quickly. That said unless the perps
announced that it was intentional it wouldn't exactly scare people
because even I expect fires to start in California around this time of
year. Dry conditions and high winds are known to be perfect for
starting a fire and having it spread. Then add in that around this
time of year lots of people set off fireworks and I'm amazed the fires
didn't start back around Christmas given how many people were setting
off fireworks then and at New Years Eve/Day.
