Either
nature starts them-- almost always via lightning strikes-- or humans start
them. Sometimes it's because humans don't maintain the power lines and they
fall over during high winds and spark fires, or they're caused by human
negligence (a tossed cigarette butt) or arson.

 Yeah, the blowtorch guy was an illegal alien running around a neighborhood in
the hills and lighting garbage cans on fire. He was literally tackled and
disarmed by residents and held until the cops showed up, but the LAPD later
said they didn't have probable cause to charge him with arson, so they charged
him with felony probation violation instead.
 But they didn't turn him over to ICE, because even an illegal that's trying to
burn down the entire city must be protected from being kicked out of the
country.
 

I'm impressed that the cops actually came. I would have thought they'd be far too busy investigating hate crimes or whatever....
I truly don't understand how a guy seen setting fires doesn't have enough evidence against him to justify an arson charge or ten unless he somehow intimidated ALL of the witnesses into saying they'd seen nothing....
