Babylon 5: The Gathering (blu-ray) 1998 pilot movie for the TV series.
About half the cast from the series is in this and the other half will

No.  And *why* did I instantly know he's the actor who plays Morden?

 
Colorful henchmen are memorable, and he was terrifically evil.

Agreed. I'm always amazed at the number of actors who get lead roles
on shows that go for years, but when the show ends their career seems
to fizzle. You would think if they were talented enough to lead a show
that can last for more than a couple of years they would go on to have
successful careers and yet it often doesn't happen.

Always cracked me up listening to him interacting with other actors from
the show on the commentary track. Didn't he just try to murder them, or
manipulate them into starting a war?
