That video is like sipping from a fire hose.  Now that I know where he's going, I'll watch it again ...but at first glance the ecosystem he's describing sounds complex enough to be rife with unintended consequences, and I shudder to think that it's politicians -- even smart, honest ones -- who are tasked with navigating it.
