Why the hell wasn't she put to death after murdering
 everyone in the Federation?

It seems to be somewhat of another Hollywierd fad to make
franchise shows based around one character. The Star Wars
franchise is possibly the touchpaper for this idea with shows
like "Star Wars: Obi-Wan Kenobi", "Star Wars: Andor", "Star
Wars: Ahsoka", "Star Wars: The Book of Boba Fett". Now the
Star Trek franchise seems to be jumping on the bandwagon with
"Star Trek: Picard", "Star Trek: Khan" (audio drama), and a
 few rumoured shows.

I hope Hollywood doesn't get its hands completely on "Doctor
 Who" so...

 Doctor Who: Davros
 Doctor Who: Master
 Doctor Who: Donna
 Doctor Who: Kate Lethbridge-Stewart
 Doctor Who: The Terrible Zodin

 (Etc.)

There are rumours of a more spin-off shows. Among others are one based
around UNIT (i.e. Lethbridge-Stewart) and another based around the
Daleks (so could include Davros).

I think having to listen to the salt-shakers scream "EXTERMINATE!" constantly
week after week, episode after episode, would make me want to eat a cyanide
souffle.
