I don't know what is going on with that Notes application but all you
need to do is paste the link into a web browser which would then open
the web page. No need to open any TikTok application.
In any decent newsreader app there's no need to copy-paste the link at all (unless it's a long address that has been split by not being enclosed by <> ). Simply click or double-click on it and it will automatically open up the default web browser, or a new page / tab if reading newsgroups via a web browser, or in some cases the newsreader app's built-in web browser.
