 There is no CIA "New York Station"!!!
 The CIA only operates outside the United States. They are not law enforcement
officers and have no authority whatsoever to arrest/detain/investigate
American citizens.
 Bah, I say! Bah!
 

A preposterous premise right out of the starting gate: not a great start! Still, that is far from unprecedented. You pointed out that SWAT never works cases, making the current version of that show equally preposterous but it still ran for 8 years and was entertaining if not factual.
