Well this may be where your remembered retcon of the Observers may be. The episode did involve September following an order to remove the last bits of Peter so the Observers' plan(s) could continue or something. (September chickened out at the end and didn't double erase Peter.) But if so I don't think it would qualify as a retcon, just a continuation of something that hadn't been blatantly spelled out before.

Haven't reached that point yet and the Fringe wiki does cover that. Again I don't think it is a retcon. We have NEVER known what the Observers' plans are and everything I've seen so far would be consistent with the ones we've seen being an advance party setting your spoiler up. It doesn't change anything already established.
