If I was running Germany, I'd make it a condition for admission to the
country, even as a refugee, that someone sit down with them and explain
(via an interpreter) that it is extremely offensive to German society to
molest women, describing all the different forms of molestation, and
that there will be major specified consequences if they do. Make sure
they repeat a detailed acknowledgement to that fact in their own
language, record it, and archive it, all keyed on their fingerprints or
other biometric. If they've done that - and satisfied all the other
rules for entry into Germany - they can come into Germany.

 
I would impart this clue by swinging a LART against the side of the head
as hard as possible. If the clue bounces without penetrating, then the
refugee or asylum seeker simply is not eligible for admission.
 
I'm sorry but someone who grew up in a religion and culture with such
contempt for women is not going to change his attitude of contempt just
from having such a discussion. The problem is that where they come from,
women have no autonomy and cannot go out in public without supervision
from a father, husband, brother, or other male relative. Furthermore,
they come from a sexually-repressed society.
 
They show up in Germany in which young women are free to walk around
unsupervised, who show a lot of skin and generally do not repress their
sexuality. The perpetrator who has likely never had sex sees nothing but
sinful behavior. These women are not human beings so raping them means
that the perpetrator has not committed a crime against a person.

And the German government responds by forgiving the rapist and telling its
native born female citizens to start wearing hijabs and stop wearing shorts
and crop tops and don't wear bikinis at public pools.

As it is everywhere in the West, the politicians say it's *our* duty to
accommodate our culture to theirs. We're the ones who are supposed to change
to make *them* happy, not the other way around.

If, at some future time, they are implicated in some kind of
molestation, whether it is pulling down a woman's swimsuit in the pool
or rape or anything else, their recording can be vital evidence in court
showing that they DID know that these behaviours were not cool and went
ahead anyway. Then they can be imprisoned and/or deported and no one can
play the "poor little lamb just didn't know it was wrong" card.

 
But it's not the perpetrator who is claiming that he cannot be
prosecuted for the criminal act on the basis of having grown up without
Western values. Those making the claim are Germans, who grew up WITH
Western values, who damn well know better.
