I thought it was odd too but when neither Palmer or DC on F1TV made a fuss about it, I figured it must be fine. Well fine as in it wasn't against the regulations, not fine as in a fine piece of strategy by the team :D
No bollard no foul? I thought for sure Sainz would be penalised. <shrug>
There are these things associated with every racing event called the "Supplementary Regulations". They are used to defined things unique to a particular track that aren't listed in the general rule book.
All I can think is that because of the particular layout of the track, no one anticipated the need for such a rule, and it's easy to see from his lap time that he didn't gain an advantage, so...
