Either lying or sadly deluded. Sometimes we charitably assume the latter.
I'm still convinced he's confused a 4mm hex drive with a M5
My view is that he originally made a somewhat honest mistake. In the
distant past, he probably owned a Colnago bicycle that probably used
an M4 bolt.

Sheldon "Standards" Brown (Mar 2007)
Colnago switched to M5 at some point, but I couldn't find anything on
which models or when. This muddled article claims it was a C40:

He later sold a 2015 Colnago CLX3.0 size XL DuraAce Di2 17.3 lbs -
$3,500 (san leandro) on Craigslist, but I didn't clip the article.
2015 seems to use M5 bolts. It might also have been a children's
bicycle. Difficult to tell from the available evidence.
Such mistakes would not be a problem if Tom had admitted that he might
have made a mistake. However, that's not his style. He will argue
the point, claiming that his view is correct based solely on his
authoritative testimony, even though the consensus suggests otherwise.
