It’s also a 3 lane road, and while very picket fence etc, it’s also very
clearly car centric looking at the parking/drive through restaurants.

I’d expect a road like that to have much higher speeds than the limits as
people do tend to drive to the road than the limits.

I think ignoring unreasonable laws is fairly common. Police also ignore
violations they think are not worth correcting. The problems arise when
people misjudge "reasonable." Example: yesterday's guy bicycling
wrong-way on a 35 mph street.
 
I’m less concerned about one way traffic if it’s not motor traffic, much
like traffic lights these are needed for motorists for cyclists the
argument for is much less.

The problem with ignoring laws is they can be enforced, london 20mph areas
which is most of it by now, are enforced rigidly, which has caught the taxi
drivers out as they do push their luck ie 33mph and bit more in the 30
zones! So being done for 21mph was a shock but it’s what happens if you
game the system.

I’d also say that as ever it displays who the roads are designed for, quite
a different experience in suburban villages in london for example or else
where in the world which tends to be less car brain which very much is a
American thing or at least taken to such extent.
