Yes, Mackinac is a tourist destination, and yes, most states in the US haven't recognized ebikes as smaller electric mopeds.
Cars aren't allowed on Mackinac.

According to https://www.freep.com/story/money/business/michigan/2023/05/26/mackinac-island-police-chief-ebike-rules/70258955007/, only class 1 ebikes are allowed, and can only be driven by people with disabilities, and they must have a drivers license.
