Transportation cost has generally dropped over a long period (mostly more efficient logistic systems).
The current spikes are a policy choice. The assault on energy industries, excessive regulation of transport systems and the increased labor regulations all contributed.
The dramatic increases which stemmed in 2020 from the draconian worldwide administrative responses to the Wuhan bioweapon are mostly returning to normal, especially ocean rates. As with prices generally, increases are fast in response to input but decreases are slower, a phenomenon economists call 'sticky'.
