 I do that almost every service call when fixing computers.  It does
help to know what the bag looks like and what material was used in its
construction.  Of course, Tom hasn't provide any such information,
much less a photo of the bag and the "one foot square" hole.  That
makes it difficult for me to believe that such a torn bag actually
exists.
 The bag is suppose to pass some air and is therefore quite porous,
which makes the bag difficult to sew.  For such sewing jobs, I use
fabric tape:

 I tried to fix the dust bag on my chop saw.  Two photos of the saw

There's no bag on the saw because it was eaten by the local banana
slugs.  The material is too thin and fragile to sew.  I may need to
make a new bag because I couldn't find any replacement bags.

If that fails, I can attach a hose and use a plastic bucket or trash
barrel to collect the dust.
