 I carry a lot of things on my rides that I don't generally have any
intention of using. I carry a spare derailleur hanger and nail
clippers. I used the nail clippers today on my right side little toe.
I also carry rain gear and jack knife.
 Well, actually, I carry a jack knife everywhere other than to bed.
You probably could have added to your list. On today's ride, as usual, I carried a spare tube plus patch kit, a compact multi-tool, and a few other sundries that I don't generally have any intention of using.
Thing is, none of those have the design purpose of severely harming or killing another human being. You and I are not fearful enough to think we may need such a thing.
Your government, like those of most truly civilized countries, thinks that difference in function is very important. They put reasonable restrictions on firearms, probably in part because they are aware that the policies of the U.S. result in worst-in-class rates of gun violence.
