That's the honest answer: He carries it out of fear. But let's remember that the tricycle rider pedals almost exclusively on a kiddie path where mommies push kids in strollers while walking (gasp!) unarmed.
Let's also remember that to date, nobody else here has mentioned a need to carry a handgun "for protection" while they ride. Nobody has told of a time they would have used one if they had one.
Only one person seems to be so fearful. And in general, ordinary citizens carrying guns do so because they are afraid.
Personal and situational decision. Not your problem.
