Situational and psychological. Some people have phobias about spiders, or the dark. But they don't generally carry equipment designed to kill other people because of their phobias.

Not your problem.

Again, tens of thousands of annual gun deaths are a problem for all of us. So are the tax increases required to provide public defense against the nut cases and wannabe heroes who arm themselves, especially those with guns designed to fire something like 8 rounds in 6 seconds.
