In my village, there are signs at the 25 mph street in front of the library saying "No pedestrian crossing." Those signs and the crossing are in full view of the police office in village hall. We have always ignored them.
I think ignoring unreasonable laws is fairly common. Police also ignore violations they think are not worth correcting. The problems arise when people misjudge "reasonable." Example: yesterday's guy bicycling wrong-way on a 35 mph street.
