My view is that he originally made a somewhat honest mistake. In the
distant past, he probably owned a Colnago bicycle that probably used
an M4 bolt.

2015 seems to use M5 bolts. It might also have been a children's
bicycle. Difficult to tell from the available evidence.

Consensus and available evidence. I have some memory in the back of my mind that suggests I may have had a bike that used M4 water cage bolts, but I can't place it with a specific bike. None of the bikes I have now use M4, they're all M5.

The only notable oddity was Galmozzi who brazed 5mm screws heads-down instead of nut inserts.
