The perp is in a high speed chase, squad cars following. He comes to a line of traffic stopped at an intersection, then crosses the double yellow, caroms through the intersection and flips, beheading the cyclist.
Just to make the point more clear: "the vehicle — which was traveling on the opposite side of the center line"
