Umm... that's what I wrote. The static thrust produced by the mower
blades acting like a fan isn't going to lift the bag much less suck it
into the blades.

That is, drunken lawnmowing or felling trees with a chainsaw or
roofing on your own property is your own problem. And likely will be
a problem, just not a criminal violation under CA SS 23152.
And yes people are regularly cited for impaired driving of
everything from full size tractors and construction equipment to toy
cars, lawnmowers and golf carts on the public way. Which is fine
with me BTW.
There have been cases in Mass where people have been arrested for DUI
in their own driveway. AFAIUI, the critical point is where the car
keys were at the time - in the ignition shows intent. Not in the
ignition, no intent. That was many years ago, things may have changed
since then.
