upright old MTB, folks with commute’s into the city of london or
Westminster will be bit faster some by quite a bit well into the teens most
low some high.
Strava Segments are generally better gauge of one’s fitness/speed as you’d
expect as that’s sort of what they were designed for.

11/12 isn't unreasonable in city limits, Depending on the traffic conditions, that's actually probably pretty good.
In the 5th episode of the tenth season of Top Gear, Hammond won a race across london riding a hybrid bike (don't remember the brand) against Clarkson using a boat (though the canals and the Thames) and May in a car. It took him about 90 minutes.
To put that into context, in episode 7 of the 6th season, Clarkson raced a marathon runner through the London Marathon circuit, the runner won that too.
