 Exactly. Ditto for training wheels.
 

But you are talking about learning how to balance, and I'm talking
about learning how to ride.

 One introductory slide I've seen used in a cycling class said "Balancing ain't biking." But as we see here, some seem to think that's all there is to learn.
 

If I might inject a technical aside here, 'training wheels' ( formerly known as 'balancers') are now poorly understood.
Today's parents often see them as a substitute for instruction and prematurely buy miniature two wheelers with the balancers roughly level to the rear wheel for 3 year olds who would be better off with a tricycle.
Children around five years have sufficient brain to ride a bicycle whereas 3 year olds generally cannot. Balancers are designed to allow a significant tip such that the child can 'feel' the balance without falling over.  That process should take a few days or maybe a week, not several years.
