I didn't say anything about slowing down. I simply suggested watching
out for dangerous situations and reacting accordingly.
Yes, dumbass, cars can appear at an intersection of a bike path suddenly enough that even an experienced rider proceeding in the safest mode possible can be taken by surprise and possibly get hit - unless they do exactly as was proposed, slow to less than a walking speed at every intersection, making the use of such cycleways essentially useless for any real transportation mode. The fact that you don't recognize this is clear proof of your ignorance to the issues.
