 Yes, dumbass, cars can appear at an intersection of a bike path suddenly enough that even an experienced rider proceeding in the safest mode possible can be taken by surprise and possibly get hit - unless they do exactly as was proposed, slow to less than a walking speed at every intersection, making the use of such cycleways essentially useless for any real transportation mode. The fact that you don't recognize this is clear proof of your ignorance to the issues.

It's been many years, and I don't know if it's still the same, but I remember riding a sidepath outside Des Moines, Iowa that had a stop sign for cyclists at every driveway crossing.
Similarly, when a vaguely similar on-road sidepath was first put into our local metropark, they had stop signs for bicyclists at each and every one of the 13 pull-off scenic view parking spaces. They also had rows of 8" thick bollards before and after those parking spaces, that cyclists had to squeeze through.
I used to wonder what sort of cyclist would think something like that was a good idea. Now I know.
