 As a first step, might you and I agree that the probability of getting mugged varies strongly with location?
 If you agree to that, we could discuss this further. If you don't agree, there's no hope.
 

Oh, absolutely.
And we agree that these are probabilities which are neither certainties nor impossibilities anywhere.
As I often note it's a personal risk evaluation, not a science.
