 you don't know what you don't know - perhaps they weren't shooting to kill, in which case they were rather accurate. Besides that, you would characterize a security detail from the US marshal service as a "thug"?

I was asking for clarification.
p.s. 'shoot to wound' is not a thing. One points a firearm at another human only to 'stop the threat' to human life, one's own or others. Period.  Standard technique is 'center of mass'.
