You're making excuses for crappy infrastructure. If the cyclist and/or the bike lane were on the proper side of the street, the conflict would not have occurred at all.
And in order to approve the crappy design, you're willing to put extra requirements on the cyclist. Instead of proceeding when the cyclist has the right of way, you say the cyclist should "make allowances" - meaning what? Slow way down any time a car noses out? Monitor all traffic and try to read the motorist's mind? Come to a full stop just in case?
I ride in the proper direction on roads, and my default lane position is near the lane center, for visibility and conspicuity. In over 50 years of avid riding, I've never had a problem like the one in the video. In fact, I can't remember ever having to brake for a motorist who pulled out without warning.
Crappy infrastructure causes problems. The installation in the video recorded over 11 times as many car-bike crashes compared to the "before" condition. But cyclists too timid to ride normal roads still plead for such crap.
