Offhand, I can't think of any.  Maybe simulated cobblestones?  Painted
broken glass, beer cans and debris near the road edges to remind
riders not to ride too close to the edges?  Maybe a long linear sign
with "Eyes ahead, not down"?

That's what I originally was going to suggest.  However, I realized
that if the rider were reading something that long, they would have
crashed into something, driven off the road, wandered off into a
ditch, etc.  Therefore, I contrived something shorter.

I've twice been literally run off the road (bike trail) by bicyclists
who where not paying attention to where they were going. They would
have run into me had I not hit the grass. I think anything that draws
the rider's eyes from "paying attention to where he's going" is a bad
thing.
