I once collaborated on a hand cranked bicycle lift, used between floors in an old building (very tall floors) which gave good service for years. Regular bicycle cranks, chain drive, sturdy maybe overbuilt safety ratchets inline. Not complex and you can gear it as low or high as needed.
Anything more complex or expensive outside would of course suffer from the elements if not vandalism.
I designed and built a kids' treehouse, then added a simple lifting winch. Yes, some ratcheting mechanism was and is necessary.
