Dramatically so. Do ride one, it's night and day.
To Mr Tricycle's instant problem, the feet-up style is very prone to rider injury if a foot leaves the pedal while in motion. Hence clipless pedals on nearly all of those.
Since this affects his foot issues, he's trying out flat pedals, which can make their own problem on a recumbent.
