AT&T should work for connectivity.
Two tin cans and a string will work as long as they support TCP/IP.
Third reminder. The Windoze version of PAN is very much behind in
updates. The last version was pan-0.146.306.msi in Mar 2019. Offhand,
it looks like the Windoze port is stagnant:

I'm running the Linux version on a different computer, which is
pan-0.155. There is also a fork for converting the database to sqlite
(SQL) which I consider a good idea.

I've run into a few bugs and irritations with the Linux version.
However they shouldn't prevent you from installing, configuring and
using PAN.
I won't offer any advice because you'll probably ignore it.
