  Yes, Peter Rich. Tom Ritchey had to already be building bikes and have a frrame jig. Where do you suppose he got this knoeledgr? He certainly didn't invent jig making and never being oberseas he didn't know the process or have available the BCS tools. And they were very hard to come by in those days.
 So I assume that someone that had been to Europe and mopre specifically the Raleigh factory.
Building with careful measurements and setups is very doable without a frame plate or stand. It's very convenient but not essential.
I built custom frames before making a frame plate, as did many builders.
I find mine handy for repairs to duplicate geometry with a replaced tube:

What's a BCS tool?  Is that an AI program to make custom frame customers happy with the loony unrideable designs they demand?  That would be useful!
