    Virtually every main street in California has bike lanes. Even many wide enough neighborhood streets do as well So how do you know she isn't in one.

I said she wasn't in a "protected" bike lane. If she were, there would have been parked cars, or concrete walls, or at least plastic posts to her left. But the frontal photo of her standing with one foot on the curb seems to show there's not even a bike lane stripe.
Since none of those features are present, then according to the current crop of hand wringing lobbyists, her riding is intensely dangerous. Oh, the humanity!
