I caught that too - bike packing is an innovation of the last 25 years?
I think they're using "bike packing" to mean having gear lashed in place essentially in the center of the bike, as opposed to in panniers at the sides. From what I gather, the supposed advantages are less aero drag and less tendency to snag trailside vegetation. But A) it's a lousy descriptive term (like many in bicycling), and B) it can't be new.
