And where do you get that? I'm really asking as when I lived in the
U.S. I never saw a civilian photo ID and when I'd show my Military ID
card they'd say, "What's that?"

Military ID is apparently acceptable for voting by mail.  For voting
in person, it's quite different:
"You do not need to show ID when you vote in California. You must
verify your identity when you register to vote."
 
 
 

Uk has introduced voter ID the last government (Conservatives) i suspect
was hoping that it might hinder labour voters who may not have photo ID ie
driving license or passport.

Realistically a waste of effort as voting fraud is incredibly low, see

So little more than a handful see also benefit fraud which bar blue badge
holders ie disabled parking, the fraud is again in the so low as to be
frankly barely worth worrying about, despite what the media etc might
suggest, ie don’t believe everything in the papers/online.

Anyone who has had to apply organised for support be that themselves or
others is well aware you don’t just say please give me money and free car!
Life isn’t like that!
