And where do you get that? I'm really asking as when I lived in the
U.S. I never saw a civilian photo ID and when I'd show my Military ID
card they'd say, "What's that?"

Military ID is apparently acceptable for voting by mail. For voting
in person, it's quite different:
"You do not need to show ID when you vote in California. You must
verify your identity when you register to vote."
